Dr. Douglas Bentley Freedberg, an orthopedic surgeon, has joined the practice of Drs. Stuart Kozinn and Ronald Suiter at the Scottsdale Muscoloskeletal Institute at the Town Center Medical Plaza, 7301 E. Second St., Suite 102, in Scottsdale. Freedberg graduated summa cum laude from the University of Arizona and graduated with honors from U of A's medical school. After a residency in orthopedic surgery at the Hospital for Special Surgery in New York City, he completed a sports medicine fellowship at the American Sports Medicine Institute in Birmingham, Ala.

Margo Cohen has joined Arizona State University West as development officer. Cohen, who has a bachelor's degree in sociology from ASU, held a development position with Phoenix Memorial Hospital.

Phillip M. Fox, CPA, has moved to a new office at 67 E. Weldon Ave., Suite 307, Phoenix. Fox has been a Valley accountant for 21 years.

Phoenix-based E.B. Lane & Associates has hired Karen Carns as director of development. Carns, a public relations/multimedia specialist and former television news anchor at KSAZ-TV (Channel 10) and KPHO-TV (Channel 5), this year received six Telly Awards for various original long-format and commercial programs.

Arizona Gov. Jane Dee Hull has appointed Dr. James Schamadan as acting director of the state Department of Health Services. Schamadan was previously medical director of the Phoenix Fire Department and most recently served as the commander of the New River Task Force.

Phoenix native Michael L. Halpern has joined the Orange County (Calif.) Performing Arts Center as associate vice president of development. Halpern, with 25 years of experience in nonprofit fund-raising, will be responsible for planning and leading fund-raising initiatives for the annual Center Fund.

Tom Richter has been appointed general manager and Kathy Montalvo is the new public relations and marketing director for Rio Lago Cruise, the boat concessionaire for Tempe Town Lake that promotes excursion boat operations and concessions on waterways.

Lee McPheters has been named associate dean for executive and special programs at Arizona State University's College of Business. Other appointments include Dennis Hoffman as associate dean of graduate programs; and Philip Regier, former associate director of the School of Accountancy and Information Management, as associate dean for undergraduate programs and director of the Business Honors Program.

Brian C. Hageman, president and CEO of Deluge Inc., participated in the Small Manufacturing Conference in Washington, D.C., Sept. 22-25.

Carol M. Lanese has joined Phoenix Children's Hospital as vice president for patient care services and chief operating officer. Lanese, who spent eight years at Egleston Children's Health Care System in Atlanta, most recently as vice president of network education and development, will oversee inpatient and outpatient clinical services, ancillary and ambulatory support services.

Dr. Michael A. Steingard of Steingard Orthopedics P.C. has moved his practice to 16601 N. 40th St., Suite 210, in Phoenix. Steingard is a board-certified orthopedic surgeon. He has practiced in the Phoenix area for more than 12 years.

Nina Perlmutter, author of "Celebrating the Lives of Jewish Women: A Feminist Sampler," has taken a leave of absence from Yavapai College in Prescott, where she heads Philosophy and Religious Studies classes, to serve as director of continuing education for the Spertus Institute of Jewish Studies in Chicago and to pursue a master's degree in Jewish Studies.

Tim Martinez of Phoenix has been named director of maintenance for American Golf's 12 public golf courses in Arizona and six courses in Nevada and New Mexico. Martinez joined American Golf in 1985.
